PPWR in brief: What you should know

What the PPWR regulates and from when

Regulation (EU) 2025/40, or PPWR for short, entered into force on February 11, 2025. The requirements apply from August 12, 2026, following an 18-month transition period. It affects the entire lifecycle of packaging, from placing on the market to recovery.

Why the role determines the obligations

The PPWR addresses almost all economic operators, from producers and importers to fulfillment service providers. Which obligations apply depends directly on this role. Therefore, clear classification is the first step in any PPWR preparation.

What is changing compared to the old Packaging Directive

The PPWR replaces the Packaging Directive 94/62/EC, which was in force for nearly 30 years. Unlike a directive, the regulation applies directly in all 27 member states without the need for national implementing laws. In Germany, the Packaging Act (Verpackungsgesetz) remains authoritative until the date of application.

Key dates at a glance

Beyond the date of application, further deadlines follow. National producer registers must be established by August 12, 2027, at which point the registration obligation for producers will take full effect. From February 12, 2029, reusable packaging must be labeled accordingly.
