IMPORTANT CLASSIFICATION

The PPWR distinguishes between two roles that were not recognized as such under the previous Packaging Act. The manufacturer is responsible for the conformity of the packaging and the technical documentation. The producer bears extended producer responsibility in the Member State where the packaging becomes waste. The Central Agency for Packaging Registration describes this distinction in its guidelines dated August 12, 2026. The role a company plays determines which functions a software solution must cover.

Six Criteria for the PPWR Software Comparison

Packaging Master Data. Material types, components, weights, formats, intended uses, and target markets must be recorded in a structured manner. Free-form text and unstructured file attachments are not sufficient if requirements are to be automatically checked, filtered, or updated later.
Supplier Information. Much of the required information comes from packaging manufacturers and upstream suppliers. This requires structured data requests, response tracking, validity checks, and a clear association with the respective packaging. Also, clarify whether suppliers will receive free access.
Declaration of Conformity. Annex VIII of the regulation specifies the content of the declaration, while Annex VII specifies the structure of the technical documentation. System Integration. Packaging data is often already stored in ERP, PIM, or PLM systems. The key factors are which data is imported via interfaces, how changes are synchronized, and which system will serve as the primary source in the future. Duplicate data maintenance can quickly lead to conflicting records.
Connection to the ESG data center. Material and weight data are also required for product carbon footprints, the corporate carbon footprint, and sustainability reports. A shared database can prevent duplicate data collection. This requires that both processes actually use the same master data and not merely coexist on the same platform.
