The PPWR Regulation Explained: Deadlines, Obligations, and Opportunities

Many of the obligations under the PPWR Regulation take effect on August 12, 2026—which is just a few days away. It is a new EU regulatory framework for packaging and packaging waste and replaces the previous Directive 94/62/EC. Unlike a directive, a regulation is directly applicable in all member states without the need for national implementing laws. Nearly all types of packaging are affected, from plastic and paper to glass and metal. Only a few exceptions, such as certain medical products, are exempt from the rules.

Objectives of the PPWR Regulation

The regulation has three main objectives: to significantly reduce packaging waste, to increase recyclability, and to mandate the use of recycled materials. By 2030, packaging must be designed so that it can be recycled within the existing recycling system. Starting in 2035, the requirements will become even more stringent. In addition, as of August 2026, the PPWR will prohibit the use of PFAS—so-called “forever chemicals”—in food packaging above certain thresholds. The existing limits for heavy metals remain unchanged but must be confirmed as part of the conformity assessment. With this regulation, the EU is sending a clear signal in favor of resource conservation.

The schedule shows that the timeframe for implementation is tight.

• February 11, 2025: Publication in the Official Gazette and entry into force of the regulation.
• August 12, 2026: Main Implementation. The key requirements take effect immediately as of this date, without any further transition period.
• August 12, 2027: National manufacturer registries must be established, and the registration requirement for producers takes full effect.
• February 12, 2029: Mandatory labeling for reusable packaging.
• 2030: Packaging recyclability becomes mandatory; the first recycled content requirements take effect.
• 2035–2038: Stricter requirements and higher recycling rates.
